WhatsApp Business API Pricing Changes in October 2026: What Businesses Need to Know
By Bilal Ahmed, Founder, MarqVue. Published September 30, 2026.
If your team answers customers on WhatsApp all day, a new line is about to show up on your Meta bill. For close to two years, replying to a customer who had messaged you first cost nothing. That ends on October 1, 2026, and the way it ends is a bit more forgiving than the headlines suggest. It is also more expensive than it looks if you run an AI agent.
Short answer. From October 1, 2026, WhatsApp Business Platform charges for service messages, meaning free-form replies sent inside the 24-hour customer service window. Each business phone number gets 1,000 free delivered service messages per month. After that, every delivered service message costs the utility rate of the customer's country. In-window utility templates are charged too.
What is changing on October 1, 2026?
Two things move at once. Service messages, which are your normal typed replies to a customer who wrote to you in the last 24 hours, start to carry a per-message charge once you pass a monthly allowance. Utility templates sent inside that same window, such as an order update sent while the chat is still open, also become chargeable. Meta describes both changes on its WhatsApp Business Platform pricing page.
Meta also adjusts some country rates on the same date. Pakistan is one of the markets where utility and authentication rates go up, which matters because service messages are priced at that same rate.
What counts as a service message?
A service message is any non-template reply you send while a customer service window is open. A customer writes to you, the 24-hour clock starts, and each typed answer, image, PDF or product photo you send back during that time is a service message. It does not matter who sends it. A support agent at a desk, a chatbot and an AI agent all produce the same kind of message in Meta's system.
How the 1,000 free messages work
Every business phone number receives 1,000 free delivered service messages each month. Three details decide whether this helps you.
- The allowance belongs to the phone number, not to the business account. Three numbers means three separate pools of 1,000.
- Unused messages do not carry over. October's leftovers are gone on November 1.
- Only delivered messages count, and only messages you send. Anything your customers send to you is free, as before.
Charging starts with message 1,001. A business that sends 600 replies from one number in a month will pay nothing for service messages that month. A business sending 6,000 will pay for 5,000 of them.
What happens after the first 1,000?
Each extra delivered service message is billed at the utility rate for the country where the customer's phone number is registered. There is no separate service price. If Meta moves the utility rate in a market, the service rate moves with it. The published information so far does not show volume discounts for service messages, so treat the rate as flat.
Here is a point that catches people out. The 1,000 free messages apply to service messages only. Utility templates sent inside the window are charged from the first one, with no free tier.
Is the 24-hour window going away?
No. The window still decides what you are allowed to send. Inside it you can reply freely, and outside it you are limited to approved templates. What changes is that the window no longer works as a blanket free pass. One exception stays in place. When a customer reaches you through a Click to WhatsApp ad or a Facebook Page button and you answer within 24 hours, Meta opens a 72-hour free entry point window in which your messages cost nothing. If you run paid campaigns, our performance marketing and GEO team can help you work out how much of your traffic comes in that way.
The hidden cost of AI customer support
This is where the change bites hardest. The usual case for an AI agent on WhatsApp was simple. It answers at 2 a.m., it handles the repeat questions, and you need fewer people on the desk. Meta's message charges were not part of that sum because replies were free.
Now every reply counts, and AI agents tend to send more of them than people do. A person types one answer. An agent may send a greeting, then the answer, then a list of options, then a follow-up question, each as its own message. Multiply that by hundreds of chats and the free allowance disappears fast.
Take a made-up but realistic case. A clinic gets 300 chats a month, with about 8 customer questions in each chat. If the AI sends 4 separate messages per question, that is 9,600 outgoing messages. After the free 1,000, 8,600 are billable, which comes to about $135 at the UAE rate. If the same agent is tuned to answer in 1.5 messages on average, the total falls to 3,600, of which 2,600 are billable, about $41. The customers got the same help. The bill is a third of the size.
None of this means AI agents stopped making sense. It means the business case needs a second line. Labour saved on one side, message cost on the other. Meta also publishes a separate pricing policy for AI providers on the platform, so it is worth reading if your agent runs on a third-party AI service. What this costs in the UAE and Pakistan
Rates below are the published utility rates that also apply to service messages from October 1, 2026, per delivered message and in US dollars. The UAE figure is about AED 0.058. Pakistan's rate rises from $0.0100 to $0.0150 on the same date, a change that ProPakistani reported in September. Check Meta's current rate card before you budget, because rates can change on the first day of any quarter.
| Service messages from one number in a month | Billable after 1,000 free | UAE at $0.0157 | Pakistan at $0.0150 |
|---|---|---|---|
| 1,000 | 0 | $0 | $0 |
| 5,000 | 4,000 | $62.80 | $60.00 |
| 10,000 | 9,000 | $141.30 | $135.00 |
| 50,000 | 49,000 | $769.30 | $735.00 |
These are Meta's charges only. Your WhatsApp Business Solution Provider or platform will add its own fee on top.
The numbers look small until volume grows. ProPakistani gave the example of a business sending 300,000 such messages in a month in Pakistan, which would come to $4,500. A company running a busy support desk or a large AI-handled inbox can reach that scale without noticing. For UAE businesses, the same maths applies whether you serve customers in Dubai, Abu Dhabi or Sharjah, because the rate depends on the customer's number, not on where you sit.
Who feels this most?
Small businesses that send a few hundred replies per number will likely see no change at all. The pressure lands on high-volume teams, such as real estate agencies handling hundreds of enquiries a day, clinics, online stores with heavy order support, and any company that has put an AI agent in front of its whole inbox. Businesses running several numbers should also look at each one alone, since a busy number can burn through its allowance while a quiet one wastes its own.
How to cut unnecessary WhatsApp messages
- Merge short replies. One clear answer usually beats three fragments, and it reads better on a phone.
- Remove filler such as "Got it!", "One moment" and repeated greetings within the same chat.
- Tell your AI agent, in its instructions, to answer in as few messages as it can while staying useful.
- Use lists, buttons and forms to collect several details in one exchange instead of asking for them one by one.
- Look for duplicate sends. Webhook retries and overlapping automations sometimes fire the same reply twice.
- Route people to a free entry point where it makes sense, for example by running Click to WhatsApp ads.
- Split your traffic across numbers only if it fits your operations. Extra numbers add free allowance, but they also add admin work and can confuse customers.
What to check in your first billing month
Start with your last three months of data. Pull the number of service messages sent from each phone number and note the average per conversation. Meta's pricing analytics reporting gives per-message breakdowns of what was billed, which helps once October starts. Then apply the country rate for your main customer markets and see what the total would have been. Once October begins, compare that estimate with what Meta actually bills you and adjust your flows where the gap is widest. If you use a provider dashboard, ask them how service messages will be shown, since some platforms bundle or mark up the charge.
If you would like a second pair of eyes on your numbers, you can message our team on WhatsApp or use the contact page.
Where WhatsApp support economics are heading
The old assumption was that automation on WhatsApp costs a monthly software fee and little else. That is changing. The businesses that do well from here will be the ones that treat each message as a small unit of cost, design conversations around it, and still keep the customer experience warm. Fewer, better messages are good for your budget and usually good for the customer as well. Frequently asked questions
Are WhatsApp service messages still free after October 1, 2026?
Only up to a point. Each business phone number gets 1,000 free delivered service messages per month. From the 1,001st message, each delivered service message is charged at the utility rate of the customer's country.
Is the 1,000 free message allowance shared across my whole account?
No. It applies to each business phone number separately. A business with three numbers gets 1,000 free service messages on each, and unused messages do not roll over.
Does the change affect AI chatbots as well as human agents?
Yes. A reply is a service message whether a person, a chatbot or an AI agent sends it, so every delivered reply after the free allowance can be charged.
Does WhatsApp charge for messages customers send to my business?
No. Messages from customers to your business are not charged. Meta bills for messages your business sends that are delivered.
What is the 24-hour customer service window?
It is the 24 hours after a customer's last message to you, during which you can send free-form replies. The window still exists after October 1, 2026, but replies inside it are no longer automatically free.
